Since there was no sizeable French landing on the mainland, it is difficult to know whether the revolutionaries’ hopes were wholly illusory, but the extent of the volunteering which took place does suggest that by the end of the decade there was a significant strain of loyalism which the government could rely on in the event of such a crisis.
